Government revamps jobs on compassionate ground for Gramin Dak Sevaks

Dependents of GDS to get benefit within 3 months

Department of Posts has revamped the existing compassionate engagement scheme offered to the dependent family members of Gramin Dak Sevak. A GDS who dies in harness, the dependents of such GDS will benefit from a liberalized and time bound procedure for engagement on compassionate grounds. Henceforth, any death of a Gramin Dak Sevak while on engagement would be compensated by a compassionate engagement to a dependent family member irrespective of the circumstances or indigence. Upper age limit of the applicant could also be relaxed wherever found to be necessary. Thus the new scheme of compassionate engagement will provide greater relief to the members of the family of the deceased GDS who belong to weaker and poorer sections of the society and are thrown into penury and hardship.

The ambit of dependent family member has also been expanded to include:

Married son living with parents and dependent for livelihood on the GDS on the date of death of the GDS
Divorced daughter wholly dependent on the GDS at the time of death of the GDS
Daughter in law of the deceased GDS who is wholly dependent on the GDS, if the only son of the GDS is pre deceased.
This expansion of definition of family members aims to bring greater relief to women in our society who are subjected to difficult circumstances in the unfortunate event of demise of their spouse/parent.

The present system of relative merit points to ascertain the degree of indigence has been dispensed with. Keeping in view the unique and distinct service conditions, socio economic aspects and to relieve the family from financial destitution, the time consuming process of consideration by Circle Relaxation Committee has been done away with. Henceforth, a request received for compassionate engagement would be considered and decided within three months from the date of receipt of the application.

Further to ensure least displacement, it has been decided that to the extent possible, compassionate engagement would be offered to the dependent of the deceased GDS, to a GDS post near the place where the family of the deceased normally resides.

The Minister of State (MoS) for Finance Shri Santosh Gangwar says that there is a need for creating awareness on pension at the grassroots level; expresses satisfaction that the National Pension System (NPS) is gaining recognition

NPS has more than 1.57 crore subscribers with total Asset under Management (AUM) of more than Rs.1.72 lakh crores 

The Minister of State (MoS) for Finance Shri Santosh Gangwar said that there is a need for creating awareness on pension at the grassroots level and expressed satisfaction that the National Pension System (NPS) is now gaining recognition. He was speaking on the occasion of the “Third Pension Conference on Implementation of National Pension System (NPS)” of the Pension Fund Regulatory and Development Authority (PFRDA) in New Delhi today. The conference was organised with the theme of ‘Towards a Pensioned Society: The Road Ahead’.

After inaugurating the event, the MoS for Finance released a report titled “Financial Security for India’s Elderly” prepared by PFRDA in association with CRISIL. The report brings to the fore the concerns of demographic transition, existing pension provisions, need to expand the voluntary pension coverage through awareness and developing annuity market and alternatives.

During the function, the top three performing Points of Presence (POPs) under NPS and Atal Pension Yojana – Service Providers (APY- SPs) were awarded for their contribution in bringing subscribers under the social security net of NPS and APY.

Shri Hemant Contractor, Chairman, PFRDA, in his key note address stressed on the need to provide old age income security through mass awareness and training programmes and increase financial literacy among the population of India, especially among the informal sector, which is largely out of the social security net.

NPS has been uniquely designed in a manner to cater to both the organised and heterogenous unorganised sector characterised with seasonal /sporadic employment with migration, uncertain level of income and limited capacity to save. During his address, Shri Hemant Contractor informed that PFRDA is also considering an auto enrolment programme/system under National Pension System. He further assured that PFRDA will ensure to take all steps to increase the outreach of NPS and APY to meet the mandate under PFRDA Act.

Dr. B. S. Bhandari, Whole Time Member (Economics), PFRDA, in his address, highlighted the need to expand the coverage of NPS in an efficient and sustainable way and also informed the participants about the new initiatives undertaken during last financial year including the launch of two new life cycle funds and eNPS – an online platform for registration. He also informed about the growth of 47% in Asset under Management (AUM) and 25% in number of subscribers in the last financial year. He also threw light on the investment pattern and NPS architecture.

During the course of the event, Shri Suchindra Misra, Joint Secretary, Department of Financial Services, stressed that pension was not just about old age security but also about old age dignity.

The conference was followed by discussion on topics related to pension annuities financial literacy, financial behaviour studies, researches, market performance & challenges, risk mitigation strategies to safeguard market anomalies and old age income security through technical sessions.

The technical sessions were graced by panellists including Mr. Leo Puri (MD, UTI AMC), Mr. C Parthasarthy (Group Chairman, Karvy), Mr. Ashwin Parekh (Trustee, NPS Trust) Mr. Sandeep Ghosh (Director, NISM), Prathit Bhobe (Sr. GM, ICICI Bank), Mr. Mukul Asher (Professor) and Mr. Sandeep Bakshi (MD, CEO ICICI Prudential life insurance). Senior representatives and dignitaries from various financial institutions, Banks and NBFCs also graced the conference.

Currently, the National Pension System (NPS) has more than 1.57 crore subscribers with total Asset under Management (AUM) of more than Rs.1.72 lakh crores.

Cabinet approved leave encashment up to 180 days to Defence personnel

Cabinet approved leave encashment up to 180 days in respect of those Defence personnel who died or were invalidated out of service between 30.12.1991 to 29.11.1999 with less than 15 years of service

Cabinet approves encashment of accumulated leave to certain Defence Services Personnel who died or were invalidated out while in service between 30 December 1991 to 29 November 1999 with less than 15 years of service

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved leave encashment up to 180 days in respect of those Defence personnel who died or were invalidated out of service between 30.12.1991 to 29.11.1999 with less than 15 years of service.

The decision will benefit the families of 9777 Officers and other personnel of Defence Services who died or were invalidated out of service during this period. This period is very significant as a large number of casualities took place during the Kargil conflict (“Operation Vijay”) and in counter insurgency operation in J&K and North East during the period.

Indian Railways takes various initiatives to facilitate travel in this summer

In an endeavor to provide smooth travel experience to the railway travelers, Indian Railways have taken various initiatives for improved passenger experience. Considering the peak season during summers, Indian Railways is poised to offer convenient travel to the passengers without upsetting their plans. To ensure optimal utilization of available accommodation, following initiatives have been undertaken by Indian Railways:-

i) Finalization of first reservation chart at least 4 hours before the scheduled departure of the train.

ii) After preparation of first reservation chart, current ticket booking facility provided through any reserved ticket booking window as well as on internet till preparation of second reservation chart.

iii) Transfer of vacant available accommodation after preparation of second reservation chart to next remote location.

iv) Following facilities are also provided online through IRCTC website:

  • Waitlisted passengers given the option of accommodation in any other train without payment of any difference of fare or grant of refund thereon under VIKALP scheme. This facility can also be availed for e tickets booked prior to 01.04.2017
  • Tickets booked across reserved ticket booking window can be cancelled through IRCTC website or through 139.
  • In case of e tickets, boarding points can be changed through IRCTC website at least 24 hours before the scheduled departure of the train.
  • The facility of online booking of wheel chair provided free of cost to passengers.
  • The facility of online booking of retiring rooms through IRCTC website has been introduced. 
  • Disposable bedrolls can be purchased through IRCTC website.
  • E Catering introduced to increase food options available with passengers.

Prakash Javadekar assures University and College Teachers for getting justice in their Salary related matters

Union Minister of Human Resource Development, Shri Prakash Javadekar has assured the teacher fraternity and staff of Education Institutions, University and Colleges of getting justice in their remuneration related matters. Addressing media persons here in New Delhi, the Minister said the Seventh Pay Review Commission for implementing the recommendations in educational institute, University and Colleges has submitted its report to the Ministry of Human Resource Development. Accordingly, a Committee headed by Secretary Higher Education has been constituted. The Committee will have officials from Finance Ministry and other relevant offices and it will submit its final recommendations which will go to Cabinet.

Shri Prakash Javadekar hoped that the Professors, Staff and every individual in education sector will definitely get benefited. He said ‘those who had some doubt whether government is moving or not in this direction, let me dispel their doubts that we have already started action and soon they will get good news’. He further urged the education fraternity to try more vigorously to improve the quality of education at all levels and concentrate on study, examination and assessment work.

Financial Assistance to Ex-Servicemen

Directorate General Resettlement imparts resettlement training to the retiring officer/ Ex-servicemen (Officers), JCOs / OR / Ex-servicemen JCOs/OR in various institutes Pan India. Details of Kendriya Sainik Board schemes for imparting education and skill development among Ex-servicemen alongwith financial assistance provided during the last three years and the current year are attached as under:-

The year-wise details of total amount disbursed along with number of beneficiaries under Raksha Mantri’s Discretionary Fund (renamed as Raksha Mantri’s Ex-servicemen Welfare Fund) during the last three years and current year are attached as under:-

Main activities of KSB are attached as under:-

1. Organise and conduct the annual meeting of KSB, Dir/Secy Rajya Sainik Board (RSB), Management Committee of Armed Forces Flag Day Fund and periodic meetings of the Executive Committee of Armed Forces Flag Day Fund.
2. Progressing implementation of the decisions taken with concerned agencies.
3. Provide policy directive to Deptts of Sainik Welfare in States/UTs on matters of welfare of Ex-servicemen (ESM).
4. Monitor and guide the Deptts of Sainik Welfare in the States in their functioning as per guidelines laid down by KSB / Ministry of Defence.
5. Provide budgetary support for establishment and maintenance costs of Deptts of Sainik Welfare and Zila Sainik Welfare Offices to States/UTs.
6. Administer Armed Forces Flag Day Fund (AFFDF).
7. Deal with redressal and queries related to welfare of Ex-Servicemen and families of deceased service personnel.
8. Operate the Scheme for allotment of Medical, Dental and Engineering seats under Ministry of Defence quota.
9. Process grants through Defence Ministers Appellate Committee on Pension (DMACP) for Ex-Servicemen in penury.
10. Advise on the correct investment of the Amalgamated Fund by the RSBs of the States/UTs.
11. Operate the PM Scholarship Scheme- To support technical/professional education for wards of war widows (all ranks) and ESM/widows (JCOs/OR)
12. Operation of centrally sponsored schemes such as RMEWF (Raksha Mantri Ex-Servicemen Welfare Fund).

The above activities benefit the Ex-servicemen and their families by way of providing scholarships in helping to continue education, providing professional education, vocational training enabling them to get jobs, assisting in marriage of the daughters etc.

Centralized Public Grievance Redress and Monitoring System (CPGRAMS) of Department of Administrative Reforms and Public Grievances is active. Grievances received through CPGRAMS as well as directly from the petitioners, including Ex-servicemen, are monitored and disposed off expeditiously and as far as possible within the laid down time limit.

Medical Facilities to personnel of Armed Forces



All kinds of medical facilities such as primary medical healthcare, specialist medical care and super specialists medical care are provided to armed forces personnel including ex-servicemen and their dependents.

At present, treatment facilities through Ayurvedic and Unani system of medicine are not available in the Armed Forces Medical Services (AFMS) hospitals for the reasons that the structure of AFMS revolves on combat medical and surgical requirements and the basic ethos of keeping the service personnel fighting fit at all times.

However, it has been decided to open two AYUSH lifestyle centres – one at Army Hospital (Research & Referral), Delhi and another at Air Force Hospital, Hindon on trial basis.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply toDr. A. Sampathin Lok Sabha today.

I am directed to bring to your kind attention that Departmental Anomaly Committee for Railways consisting of representatives of official side and the staff side to settle the anomalies arising out Of the 7th Central Pay Commission’s recommendations was constituted vide Railway Board’s letter dated 5.10.2016. Subsequently, the definition of anomaly has also been modified vide Board’s letter dated 29.03.2016.

2 Now, it is proposed hold the first meeting of the Departmental Anomaly Committee to discuss the various anomalies arising out of the implementation of 7th CPC’s recommendations, It is requested to advice a convenient date of time for holding the meeting along with the tentative agenda/anomalies coming within the definition of anomaly already circulated vide Railway Board’s letter dated 29.032016 to be discussed in the said meeting.

On receipt of the suggestions the final agenda and the schedule of the meeting will be advised.

Federation vide its letters of even number dated 10/05/2016, 23/05/2016, 22/08/2016 & 25/11/2016 has been requesting the Railway Board to extend the age limit of retired Railway Doctors upto the age of 70 years facilitating their appointment as Contract Medical Practitioners.

In this connection, NFIR invites the kind attention of the Board (DG/P and DG/RHS) to CMD, Central Railway’s letter dated 17/02/2017 (copy enclosed) wherein request has been made to allow re-appointment of Dr. Bansode an eminent Cardiologist who is well versed with ECHO studies and is dedicated, highly skilled, sincere and has special rapport with the Railway patients as Contract Medical Practitioner, as a special case. Federation is of the view that the proposal of CMD, Central Railway deserves to be considered, duly modifying the extant policy suitably so that the retired Railway Doctors can be appointed upto the age of 70 years.

NFIR therefore, requests the Railway Board (DG/P & DG/RHS) to kindly see that the approval is accorded revising the age limit to 70 years for the purpose of engaging retired Railway Doctors as Contract Medical Practitioner.

In connection with the above subject, please refer to this office letters of even no.dated:20/05/2016 & 21/12/2016, where in you are requested to make the necessary changes in the policy guidelines to accommodate few deserving Retired doctors to work beyond age 65 years.

It seems, it is difficult to extend the working of Retired doctors for 65 yrs to 70 yrs as policy.

Of late, we are getting representations from anions and railways, retired and serving (copy enclosed) to extend the working of Retired Railway doctors for 65 yrs to 70 yrs.

As a matter of fact, Dr.B.R.Bansode (Physician), retired Railway doctor needs a special mention. He has been working Central Hospital, Byculla, Mumbai for more than 35 yrs. He is dedicated, highly skilled, sincere and has special rapport with Railway patients.

At present, Central Hospital, Byculla is having only 2 IRMS (Physician) and other divisions of Central Railway are having only one Physician, except Pune division, wnere there is no Physician at all.

Dr.B.R.Bansode is well trained in Cardiology and does ECHO studies in Dr.BAMH, Byculla. The other available Physicians in Central Railway are not having that much experience as of Dr.B.R.Bansode to give full justice to ECHO Cardiolography studies.

In view of this it is requested that deserving doctor like Dr.B.R.Bansode may be reappointed as Contract Medical Practitioner as a special case at least for 2 years, if not upto 70 years.
